This is presented as 'closing a tax loophole.' The real motive behind this action is the bureaucracy's hostile attitude towards nonprofits. The success of nonprofits undermines the power of bureaucracy and demonstrates the failure of its ideology. Worse still, the bureaucracy cannot admit that such organizations succeed where the government has failed. Therefore, a government policy is needed to put nonprofits at the forefront of the attack on the country's social problems.
