Inflation Is the Work of the Devil: The Gold Exchange Standard and the Origins of the Great Depression

Jacques Rueff was a famous French economist who defended both the gold standard and the free market economy and who famously denounced the evils of inflation by calling inflation "the work of the devil." He also expressed views about the origins of the Great Depression that remind me of those expressed by the Austrian School Economist Murray N. Rothbard. In particular, both Rueff and Rothbard single out the "gold exchange standard" as a major source of inflation that then brought about the Great Depression. Rueff's views on the origins of the Great Depression are so compelling that I feel that it is necessary for me to cite a long passage from the book The Monetary Conservative: Jacques Rueff and Twentieth-century Free Market Thought so that I do not remove any of the juicy details: The belief that the gold standard and liberal political-economic ideas were to blame for the Depression was gaining ground. Keynes's insistence that markets were not automatically adjusting and that the state sometimes needed to intervene, even massively, to correct them was starting to gain adherents in Britain and elsewhere. At the same time, socialist and other theories critical of liberalism were sprouting in France and especially Germany and Italy. Rueff had thus begun to mount a more wide-scale defense of French gold policy, the gold standard, and the free market, publishing a number of articles on the subject in 1932, speaking at conferences in Paris, London, Oxford, and Cambridge, and giving a controversial speech at the Sorbonne in early 1933. In doing so he laid out his explanation of the Depression. His main point in all these arguments was that, contrary to what many had begun to believe, the crisis was not the result of the inherent problems of the gold standard or liberal political economy. Exactly the opposite was true. The real root of the crisis was not the attempt to return to the liberal system but the failure to do so. In his view, Europe's prewar liberal institutions had been progressively eroded after the war. The gold standard had been corrupted, beginning with the 1922 Genoa conference, which made foreign exchange valid for settlements between nations. This convenience provided a means by which countries could avoid the disciplines of the classical gold standard. This "gold-exchange standard" had opened the door to an inflationary spiral, which had become the root of overinvestment in the late 1920s and caused the downturn of 1929-1930. That downturn had then been exacerbated by governments that erected barriers to economic adjustment in attempts to avoid recession. The introduction of unemployment insurance, the establishment of large cartels, and protectionism all held back the price adjustment that would otherwise have brought about recovery. These policies were in no way liberal, he emphasized, hence the gold standard and liberal capitalism could not be blamed for the Depression.¹
